About SAFETY Act Certification

What is the SAFETY Act?

The SAFETY Act (Support Anti-Terrorism by Fostering Effective Technologies) is an important federal law that encourages the creation and sale of anti-terror products and services to help protect the nation's citizens. It was enacted by Congress following the terrorist attacks of September 11, 2001, as part of the Homeland Security Act of 2002, Public Law 107-296. Congress has stated that the purpose of the SAFETY Act is to "ensure that the threat of liability does not deter potential manufacturers or sellers of anti-terrorism technologies from developing and commercializing technologies that could save lives."

What does certification do?

Certification provides significant liability protection to not only Valor, but according to the regulations implementing the SAFETY Act, DHS has indicated that our customers will benefit from our certified technology and are also protected against liability resulting from an act of terror. This means that in a terrorist incident at a property where we provide security management services, we cannot be sued for negligent security.

Certification provides peace of mind in that our training is good enough to pass the rigors of DHS scrutiny.

Some clients are able to receive premium reductions in general liability insurance because of our certification.


Certification is the highest level of qualification. Valor's training has been certified as an “anti-terrorist technology.”

Achieving SAFETY Act Certification

The Department of Homeland Security (DHS) has awarded Valor Security Services SAFETY Act Certification for its security services. To achieve SAFETY Act certification, Valor had to demonstrate that its services can in some way deter, defend against, identify, respond to or mitigate an act of terrorism. Valor passed the rigorous review of the U.S. Department of Homeland Security to earn certification.

Valor's SAFETY Act Certification provides significant liability protections to the company and its customers. These protections would come into play in the event of an act of terrorism at a site where Valor's approved services have been deployed.
